Murrindindi Shire / Goulburn Murray Water MoU Agreement
PRINCIPLES GUIDING COLLABORATION
The parties agree to the following principles that will guide collaboration under this agreement
Aim for the highest and best use of identified assets/ parcels of land, within the resources available to either party.
Recognise the need to minimise exposure of either party to unmanageable risks. Eg water quality, fire, roads, etc.
Review and resolve whole titles where possible.
Seek ‘no nett cost’ cost solutions where the development and maintenance of enabling infrastructure is funded by the developer or by the revenues from the total project.
Consider re-assigning management responsibility for assets to the party (or other agency) whose activities best align with the required management activities for the asset, where this is financially feasible.
GMW to retain control over the use of land that falls within the Lake Eildon catchment.
Recognise that neither party is to be financially worse off as a consequence of realising the opportunities under this agreement.
Recognise that investment returns to either party need to be considered over the longer term (eg commercial returns - GMW, and growth of rate base - MSC)
