What is the BIA?
The Boating Industry Association of Victoria Board of Management is made up of nine directors, representing the four divisions of the BIA.
The four divisions of the BIA include:
- Clubs, Services and Assosciations
- Boat Dealers
- Chandleries, Accessories and Equipment
- Manufacturing, Wholesale and Distributors
The directors and key industry specialists operate monthly sub committee meetings to address four of the key areas of BIA focus.
They are Membership, Education and Training, Promotions and Finance.
Andrew Warner
President
Andy Warner is a second generation owner of the well established Anchor Marine. Despite the fact that he was first taken to sea by his parents before he could walk he is still a keen yachtsman, sailing off the beach dinghies and large ocean keel yachts. Andy spent two years in the Pacific Islands managing a fleet of ships for Fathom Fisheries Ltd and was a Governor of the Tongan Maritime Polytechnic Institute at this time. Andy is a qualified Naval Architect and member of the Society of Naval Architects and Marine Engineers, a former commodore of the Ocean Racing Club of Victoria, and a director of one other public company and three private companies.
Paul Benjamin
Vice President
Paul is the Victorian State Manager of IC Frith & Associates; he joined them in February 2010. They are Australia’s largest privately owned insurance broking business and they have operated the BIA Insurance brand for more than 10 years around Australia.
Paul has more than 30 year’s commercial business experience. In the mid 1980’s Paul owned and operated the largest sailboard business in the southern hemisphere, from 1997-2007 he contracted to Club Marine Ltd, 2007-8 he was the international sales and marketing manager for Sunrunner Cruisers Pty Ltd, and in 2008-10 he was Manager for Aust/NZ/Pacific for Genmar Inc – the worlds largest manufacturer of pleasure boats, manufacturing 14 different brands of which 11 were sold into this region.
Paul has Diplomas in Insurance and Accounting, a Post Graduate Diploma of Management and a Masters of Business Administration. Paul is a Fellow of the Australian & New Zealand Institute of Insurance and Finance and Fellow of the Australian Institute of Management.
Paul’s started sailing at the age of 4, racing at the age of 11 and taught sailing overseas from 21 – 23. Today, along with loving all forms of boating, he is an avid advanced open water scuba diver – day or night!

Irene Hoe
Marina Manager Western Port Marina
Irene Hoe has been Manager of Western Port Marina since 1997. She completed her Advanced Marina Course in 2001 and is currently the only female CMM in Australia. Irene is a MBA graduate and is involved in the Marina Industry Australia wide. She has a keen interest in customer service and the environment and enjoys gardening, football, cricket and the occasional fishing trip as well as the quieter pursuits of reading and playing the piano.
Darren Finkelstein
Director
Darren is Co-Director and Dealer Principal of boutique dealer/broker St Kilda Boat Sales, located at St Kilda Marina. Darren brings to the table a broad range of experience, in small businesses and large international corporations. Following lengthy employment with technology innovator Apple Computers, Darren’s strengths are found in the areas of sales, marketing, eCommerce and business strategy. Nicely underpinned by drive and energy, his enthusiastic yet focused approach, has served him well.
When not hanging around the marina simply messing with boats, Darren can be found searching for the perfect wave in pursuit of his other passion; surfing.
Keeping him in order is his wife Suzi and two towering teenage boys. This is Darren’s third term as Director.

David Heyes
Director
David Heyes joined Heytrack (Australia) Pty. Ltd. in 1972. He has over 30 years experience in Industrial Machinery and Certification in Recreational Product and Small Engine Technology. Heytrack began operations in 1960 as the exclusive distributor of the Canadian Company Bombardier Inc. Mr Heyes as General Manager and CEO of Heytrack headed up the Company for the distribution of Bombardier Sea-Doo Personal Watercraft in 1991, which soon became a mainstream player and market leader in this segment of the marine business.
In 2001, Mr Heyes was retained as Chairman and ultimately General Manger of the newly formed BRP Australia P/L with the responsibility to manage the cultural integration of the merging companies, and the general operations of the newly formed BRP Company in the Sydney based OMC facility. Following the successful start up and transition of BRP Australia P/L together with the integration of a new General Manager in Sydney in 2006, Mr Heyes then took up the consultancy position in Melbourne as Executive Director for BRP Australia with responsibilities to manage the long term sustainability for the BRP marine business, together with management of required compliance for new product introduction in to the market. Along with Public Affairs and the Legislative pressures that affect the company in both Australia and New Zealand.

Chris Schultz
Director
Chris joined Honda in July 2008, one day prior to the Melbourne Boat show and was employed as the Marine Manager.
In January 2010, Chris had his role expanded to include the stationary small engine business, making his current title, Marine and OEM Manager. Prior to joining Honda he was a sales manager at Valvoline for five years based in Dandenong.
Chris also spent six years at Sony Computer Entertainment (aka PlayStation) firstly as a territory manager based in Melbourne that as the National Sales Manager in Sydney for two years.

Gordon Howlett
Director
The founder and Managing Director of Corporate Fishing Charters since 1994, Gordon has been actively involved in promoting charter boat fishing to corporations, families, social groups and individuals. He firmly believes that this is a great introduction point to the joys of boating and has seen many of his clients take the next step up and purchase a boat.
Gordon holds a Bachelor of Business Studies (Accounting) and has operated an accounting practice for over thirty years. It is this expertise that first saw him nominate for the Finance Committee on which he has served a number of years before nomination to be on the board in 2005. Currently he is also on the promotion committee and represents the BIA as a delegate of VRFish.
A proud father of three, he gets much joy out of combining work with family and watching his children catching fish, even if they are the humble Port Phillip flathead.

Clyde Batty
General Manager
Clyde works side by side with the BIA team members to help them, and see how they are going with their roles. He is the intermediary point between the board, staff and members.
Clyde has experience in Club Management, and the Yachting and Sporting industry. He also holds a Master of Business Administration.

Mary Papantoniou
Administration Manager
Mary runs all of the administration, finance and board aspects at BIA. She assists everyone with any tasks they may need help with.
Mary is the backbone of BIAV. She has been with us for 14 years, and therefore has a wealth of knowledge on this organisation and the marine industry.
She also has qualifications in Business Administration.

Ashley Farr
Event Operations Manager
Ashley manages the day to day operations of BIA events. The events he runs include, the Melbourne International Boat & Lifestyle Festival, the Melbourne Boat Show & Leisurefest, of which Ashley is the Chairman.
Prior to BIA, Ashley worked at Ticketmaster, Melbourne Storm & the Australian Open. He also gained significant experience within the Caravan Industry Association of Victoria.

Diana Perkins
Membership Development Officer
Diana manages the membership, ancillary divisions and programs of BIA and can offer face to face support for all members on behalf of BIA.
Diana’s expertise lies in membership having worked for a number of member based associations including The CEO Institute and Fire Protection Association Australia.

Ben Scullin
Grants Liaison Officer
Ben will be responsible for providing strategic advice to our stakeholders on what grants are available, when they are available and how to successfully access them. Whether it’s finding boat ramp funding or just how to catch a Bream,
Ben has a wealth of knowledge and experience that BIAV stakeholders can access for free. After two years as Grants and Projects Officer with the recreational fishing peak body, VRFish, Ben is a lean, mean, grant finding machine.
